Lieutenant General Douglas M. Gabram

MAJOR GENERAL BRADLEY D. SPACY

Lieutenant General Douglas M. Gabram assumed duties as the Commanding General of the U.S. Army Installation Management Command January 22, 2020.

Lieutenant General Gabram most recently served as the Director for Test at the Missile Defense Agency. In this capacity, he was responsible for planning, programming, budgeting, and implementing a comprehensive Ballistic Missile Defense System (BMDS) test program to field an integrated and effective capability to the services and combatant commands.

Lieutenant General Gabram received his commission as a Distinguished Military Graduate from Bowling Green State University, Ohio in 1984. Previous notable assignments include: Deputy Chief of Staff, G-3/5/7 for the U.S. Army Training and Doctrine Command, Joint Base Langley-Eustis, VA; Deputy Commanding General (Support), 1st Cavalry Division “America’s First Team;” Deputy Commander for the U.S. Army Aviation Center of Excellence; and Chief of Staff 1st Cavalry Division. Previous command assignments include: Commanding General, US Army Aviation and Missile Command, Brigade Command, 1st Air Cavalry Brigade, 1st Cavalry Division; Battalion Command, 1st Battalion 101st Aviation Regiment, 101st Airborne Division (Air Assault); and Company Command, B Company, 1st Battalion, 101st Aviation Regiment, 101st Airborne Division (Air Assault).

His combat deployments include two tours to Afghanistan for Operation Enduring Freedom/Resolute Support with the 1st Cavalry Division as the Division Chief of Staff, Deputy Commanding General, and TAAC-South Commander; three tours to Iraq as part of Operation Iraqi Freedom, twice as a Battalion Commander and once as a Brigade Commander; one tour to Bosnia as part of Operation Joint Guard and Macedonia as part of Operation Joint Endeavor; and one tour to Saudi Arabia as part of Operation Desert Shield/Storm.

Lieutenant General Gabram holds a Master’s degree from Central Michigan University in Business Administration and completed a Senior Service College Fellowship at the University of Texas, Austin.


 

Doug Mouton
General Manager, Global Datacenter Procurement & Construction, Microsoft

Doug Mouton

Mouton is responsible for datacenter design and construction execution for all Microsoft cloud capacity. He leads a global organization of nearly 200 engineers, architects, construction and leasing, procurement and program management professionals, with an additional 150 vendor and outsourced staff. At any time, there are approximately 7,000 workers executing on the construction of our datacenters around the globe.

As the larger Cloud & Infrastructure organization develops demand and capacity forecasts, Mouton’s team is responsible for developing design and execution solutions that will support the business requirements while remaining competitive in the market. This includes Microsoft build’s, leases and hybrid delivery models. Mouton’s team is also responsible for the execution of retrofit projects within existing datacenters.

Prior to joining Microsoft in 2014, Mouton worked as Group Vice President for JACOBS, Buildings and Infrastructure Program Management Construction Management (PMCM) worldwide. In this role he was focused on major building and infrastructure programs in key markets including; Transit, Healthcare, Telecom, Water, Education, Federal Civilian, Utilities, Tunneling, DoD, Aviation and Highways. Mouton led a team of approximately 1,000 employees working on over 100 concurrent large-scale projects across the globe.

Mouton also has more than 33 years in the Army National Guard, giving him a diverse leadership background with experience including serving periods of active duty for Desert Strom, The Global War on Terror, Hurricane Katrina and other domestic events; commanding units from platoon (30+) to brigade size (3,000+).

Mouton earned his bachelor's degree in architecture from the University of Louisiana. He also holds a master’s in strategic studies from the US Army War College.
